Position Title:  GIS Analyst                                            
Department:  Operations
Report to:  Engineering/Compliance Manager
The purpose of this classification is to direct, organize, and implement functions associated with managing functions associated with Geographic Information Systems (GIS) and Computer Automated Drafting (CAD) based mapping for the Greater Dickson Gas Authority. Duties and responsibilities include maintaining all geographically relevant data for gas utilities, providing technical assistance to GIS database users, investigating complex problems and/or complaints and recommending solutions, researching and implementing new technology, analyzing the mapping system, using the computer network and personal computers, and coordinating with other private and governmental entities on GIS-related projects. Reports to GIS and Compliance Manager.
The following duties are normal for this position.  The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Maintains gas utility system maps and associated databases.
Collect the locations and attributes of utility assets using Global Positioning System.

Assists managers in system flow analysis, training, State and Federal compliance reporting, and others as directed by supervisor.

Performs customer service functions; Assists citizens, engineers, contractors, developers, and other agencies by providing information on laws, maps, tools, etc.

Provides information and technical assistance to users regarding the GIS System and other related issues; assists agencies with operation of the GIS System.

Develops and maintains Internet map services and internal GIS web applications.

Verifies construction plans; analyzes impact on gas utilities.

Maintains a working knowledge of a variety of computer operating systems, programming languages, and software programs; implements new technology and software as needed.

Provides record maintenance using various hardware and software combinations.

Assists in maintaining all federal and state mandated reports.

Assists in the daily maintenance and operations of the utility network.

Aids other departments in implementing new GIS technologies.

Performs various administrative functions to include: creating records, reports, correspondence, memorandums, etc. using word processing, spreadsheets, graphs, and PowerPoint presentations.

Assists in ordering supplies, materials and other commodities.  Maintains inventory of stored items.

Receives, monitors, and directs incoming calls.

Plans, coordinates, and assists in special projects and events.

Accurately files and maintains records.

Schedules appointments and meetings with outside software and hardware vendors; researches updates and upgrades.   

Maintains records in compliance to Federal, State, and City regulations.

Work safely observing all OSHA, Federal, State, and City regulations.  Reports any accidents immediately to supervisor.

Correctly wears appropriate personal protective equipment when required.

Performs routine maintenance on equipment.  Reports any malfunctioning equipment to the supervisor.

Maintains the cleanliness of machines, work area and facility.  Reports incidents, or malfunctioning equipment to the supervisor.
The GIS Analyst must initially have an attitude to learn about the natural and propane gas industry. The GIS Analyst must be capable of meshing with their peers in the work place and work together when required. The GIS Analyst must be capable of communicating his/her thoughts in a proper manner and display a congenial attitude in accepting assignments.  The GIS Analyst must work safely and follow all safety policies and procedures. The GIS Analyst must get proficient in the knowledge of the Authority’s system mapping, gas works and work efficiently with little supervision.
Associate's degree in applied sciences, geography / computer science.
Three (3) years experience with ESRI software packages including ArcGIS Desktop and ArcGIS Server; Global Positioning Systems and Geographic Information Systems in the public utilities industry or government related field.
An equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Demonstrated proficiency in the use of ESRI ArcGIS Desktop including
creation and maintenance of Geodatabases.
Must be 18 years of age. 
Must possess a High School Diploma or GED.

Must have a valid Tennessee Driver's License.

Promotes the teamwork environment.  Assists co-workers when necessary.

Provides coverage in absence of other personnel.

Continues professional growth with internal and external training.

Other duties as assigned by supervisor.
